For
A Five Year Plan To Deliver Energy Conservation


The Seattle City Light Department ("SCL"), which was established in 1910 by the City of Seattle, is managed by Seattles Mayor and overseen by the nine-person Seattle City Council. It is the seventh largest publicly owned utility in the United States in terms of customers served. It owns significant hydroelectric resources and its 131 square mile service area includes Seattle and several surrounding cities. City Light serves over 345,000 customers and an annual revenue in excess of $700 million.

SCL is in the process of implementing a number of transformation initiatives intended to support our mission to exceed our customers expectations in producing and delivering environmentally responsible, safe, low cost and reliable power. This project is one of those initiatives.

Three decades ago, the City of Seattle established conservation as the first priority resource to meet Seattle City Lights future energy needs. Since then City Light has delivered a comprehensive menu of energy efficiency services and programs to serve the energy demands of SCLs customers in all sectors. In 2006, SCL will complete a Conservation Potential Assessment (CPA) and an Integrated Resource Plan (IRP). These planning efforts will identify the resource goals SCLs conservation programs and related initiatives will be expected to deliver over the next 20 years. To carry out direction from the CPA, IRP, and from other City policy arenas, SCL will prepare a 5-year plan laying out conservation programs and services and associated resource requirements for the period 2008-2012.

SCL is soliciting a consultant team to provide project management and subject matter expertise to develop a Five-Year Conservation Action Plan with Fully Developed Transition Initiatives (Project). The Project will assess how well current conservation services and organizational structure can meet future resource acquisition goals arising from the CPA and IRP. The Project also anticipates assessment of (1) a range of cost effective service delivery options, (2) staffing and job classification alternatives, and (3) technology and auditing requirements. The Project will establish benchmarking parameters and incorporate industry best practices. The Project will ultimately produce an action plan for the period 2008-2012, with a set of transition initiatives to complete in 2007 that will ensure new/revised services are in place within six to twelve months following completion of the plan.

The term of the Agreement stemming from this request for proposals shall extend from the date of execution by the Superintendent of Seattle City Light, or designee, through July 2007. City Light has not identified a budget for this project and cannot provide prospective consultants the range of fees City Light will consider paying the consultant for the services to be provided. The contract amount for this project will be determined during contract negotiations with the prospective consultant.

SCL, may at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.
