Boundary Dam Relicensing
Strategic Consultant Services
The City of Seattle, Seattle City Light Department ("SCL") seeks to engage a consultant to provide Strategic Consultant Services for the Boundary Dam Relicensing Integrated Licensing Process (ILP).
The Strategic Consultant will (a) assist the City in shaping and maintaining a strategic approach to successfully managing the relicensing process and (b) prepare the documents that must be filed with FERC during the Pre-Application Phase of the Integrated Licensing Process (ILP).
Qualifications at a minimum shall include:
- A record of providing successful relicensing policy and strategy guidance to hydroelectric utilities.
- Expert knowledge and extensive experience of FERC hydropower relicensing processes
- A record of success in Relicensing Project Management - planning, scheduling, managing and implementing cost-effective, efficient, timely and collaborative relicensing processes.
- A proven record of proficiency integrating technical and resource information from diverse sources into integrated and coherent FERC-required relicensing deliverables, such as the 2006 NOI and Pre-Application Document (PAD).
It is anticipated that the selected consultant will provide the services included above starting January 2005, and ending December 2009.
