Consultant Services to Perform Relicensing Studies

The City of Seattle, Seattle City Light Department ("SCL") seeks to engage a consultant to perform the Studies for the Boundary Integrated Licensing Process. The Consultant will (a) perform the studies that are described in the Proposed Study Plan to be filed with the Federal Energy Regulatory Commission (FERC) on October 16, 2006, (b) perform project management tasks as required for the successful and timely completion of the studies identified above, and (c) assist the City in the identification of protection, mitigation and enhancement measures (PMEs) that address issues identified by the studies.
Qualifications at a minimum shall include:
Expert knowledge and experience in the performance of large and diverse study programs, including field studies. The range of consulting services required includes but is not limited to: hydroelectric operations; environmental impact analysis for aquatic, water, recreation, terrestrial, land use, botanical, wildlife, and cultural resources related to hydroelectric relicensing studies and evaluations; toxics assessment; concrete arch dam structural analyses and design; hydraulic and hydrologic engineering analyses and design; feasibility and construction cost estimates; acquiring required approvals for performing natural resources studies in Canada.
Expert knowledge and extensive experience of FERC hydropower relicensing processes
A record of success in Project Management of Study Programs - planning, scheduling, managing and implementing cost-effective, efficient, and timely completion of a diverse body of work.

It is anticipated that the selected consultant will provide the services included above starting January 2007, and ending December 2009.
