Integrated Asset Management Strategy
Seattle City Light (SCL) is an asset based organization with an aging infrastructure that needs to become more asset focused.
The highest levels of the Utility support this effort. In addition to assets being the core of our business, it is also an essential part of our effort to deliver the best customer service experience of any utility in the nation.
Seattle City Light’s Chief Executive Officer and business unit executives have demonstrated their support of asset management through the creation of dedicated units charged with creating an asset management program for Seattle City Light. Utility management recognizes that this will be a multi-year effort that will change many of City Light’s business processes and require a different mindset for planning and decision making as well as a culture that focuses on productivity, cost effectiveness, and performance.
Seattle City Light seeks the services of a qualified Consultant, with experience in planning, designing and implementation of enterprise-wide asset management systems, to advise and assist in the development of an integrated asset management approach for the Utility. The initial focus is on the Generation (Power Supply) and Transmission and Distribution (Energy Delivery) business lines. Immediately upon selection, the Consultant will work to establish the high level philosophy and approach on which to base the implementable asset management plan.
Upon acceptance of the Consultant’s philosophy and approach recommendation(s), City Light will move forward with the Consultant to develop a detailed and longer term systematic asset management plan for implementation. The Consultant will be expected to prioritize the activities and provide a fully defined, sequential plan that will guide Seattle City Light in implementing an asset management program for managing its critical infrastructure and systems.
To develop the philosophy, approach, and recommendations the Consultant will review the current asset information available within the Utility and will identify current approaches being used to manage the infrastructure.
The term of the Agreement shall extend from the date of execution by the Superintendent of Seattle City Light, or designee, through December 31, 2006. City Light has not identified a budget for this project and cannot provide prospective consultants the range of fees City Light will consider paying the consultant for the services to be provided. The contract amount for this project will be determined during contract negotiations with the prospective consultant.
SCL, may at its option, amend the original contract for scope, time, and funding, subject to the continuing appropriation authority by the Seattle City Council.

The contract that is awarded as a result of this RFP will be awarded in a manner that will comply with all applicable laws of the United States, State of Washington, the City Charter, and Ordinances of the City of Seattle.
