Bonneville Power Administration
Pass-Through

Effective April 1, 2003

Description of Increase
Effective April 1, 2003 energy charges for most residential and general service rate classes will increase by about 1.2 percent. The increase in the energy charge will be 0.08 cents per kWh for the following rate classes:
  • Standard Residential - City and Suburban (Schedules RSC and RSS)
  • Small General Service - City and Suburban (Schedules SMC and SMS)
  • Medium General Service - City, Suburban and Network (Schedules MDC, MDS and MDD)
  • Large General Service - City, Suburban and Network (Schedules LGC, LGS and LGD)
  • High Demand General Service (Schedule HDC)
For customers in the Residential Rate Assistance classes (Schedules RLC, RLS, REC and RES) the increase will be one half of the increase for other classes (0.04 cents per kWh).

These changes will pass through to our customers the result of an increase in power rates charged by the Bonneville Power Administration (BPA). The City Council mandated the pass-through of changes in BPA rates (up or down) in the rate ordinances that were passed in 2001. On October 1, 2001, City Light rates were increased by $0.0055 per kWh (5.5 mills per kWh) to pass through an increase in BPA rates. On April 1, 2002 BPA rates decreased, and City Light's rates were lowered by $0.0007 per kWh (0.7 mills per kWh). With the rate adjustment on April 1, 2003, the net effect of BPA power rate changes on Seattle City Light energy (kWh) rates will be an increase of $0.0056 per kWh (5.6 mills per kWh). Further changes in Bonneville rates can be expected, and the effects will be passed through to City Light customers.
