Budget Billing Plan
With Budget Billing (formerly the Average Payment Plan), you average payments for your winter and summer electric bills over the year. Not only will your budgeting be easier, but your individual bills won't be as big when they're spread throughout the year. It's easy to qualify and you can leave the plan at any time. There are no income guidelines and no extra charges. Plus, it doesn't matter whether you have electric or non-electric heat.

You qualify for the plan if you are a Seattle City Light residential customer (homeowner or renter) or a small general service customer and your account balance is zero. If you are an established residential customer but at a new service address, we will use either your prior year's billing history or the prior year's billing history for the previous customer at the service address. (Exception: if the new service address is new construction, we will need your prior year's billing history.) If you are a small commercial customer, we will need at least one prior year of your own billing history to put you on the Budget Billing Plan.

To qualified customers with limited incomes, we also offer discounted utility rates and special assistance. Different guidelines apply and you may be eligible for more than one program.
