City Light economists Raquel Bennett and Kwan Wong adapted, customized and implemented a previously developed economic model to meet City Light’s needs for assessing the viability of proposed capital improvement projects. Raquel took the lead with adaptation by working with various City Light Divisions to determine respective standards to which the model needed to conform. Her effort resulted in the model being capable of providing meaningful analysis. Kwan took the lead with implementation by working with decision-makers and groups charged with establishing scopes, estimating resources and schedules for proposed projects. His effort improved the credibility of the model among decision-makers and clarified expectations for the quality of data provided by the groups.
The payoff for their hard work and innovation has been an improved analysis of the Generation Branch CIP and the deferring or saving of millions of CIP dollars
