Community Development Block Grant ProgramsSeattle Human Services Department ProgramsEmergency and Transitional Services The 2007 Update to the Consolidated Plan concentrates a portion of Community Development Block Grant funds on support for the Ten-Year Plan to End Homelessness in King County. These funds are used by the Seattle Human Services Department, in conjunction with City of Seattle general funds and other resources, to support agencies that provide shelter and transitional housing services, including services for those experiencing domestic violence. Community Facilities Program Community Development Block Grant funds are used to provide loans to nonprofit social services agencies to acquire, remodel or renovate buildings or space from which they provide services to clients. Providing high-quality services to Seattle's low- and moderate-income residents requires facilities that are accessible and large enough to meet current and anticipated needs. They also need to provide an environment in which individuals and families seeking assistance will feel dignified and comfortable. Some facilities are dilapidated, while other programs have spaces that are inadequate, makeshift or too small. In some cases, a new facility must be designed and built. Since 1991, the Community Facilities Loan Program has provided funding for these types of capital improvements or construction projects as long as they are pursued by private nonprofit agencies or public development authorities that are implementing the City's human services objectives. The program’s project managers also provide technical assistance to guide agencies through federal and local requirements and resolve problems.
