Consolidated Plan for Housing and Community DevelopmentConsolidated Annual Performance and Evaluation Report (CAPER)The 2008 Consolidated Plan Annual Performance and Evaluation Report (CAPER) describes the results and benefits produced by the City, Seattle Housing Authority and our community partners in implementing the expenditure of over $21.7 million dollars in grant funds. The CAPER report focuses primarily on CDBG funds but includes information on other programs such as the Emergency Shelter Grant, and federal HOME Investment Partnerships Program (HOME) and Housing Opportunities for Persons with AIDS (HOPWA) funds. All fund sources contribute to programs, services and housing development that strengthen Seattle neighborhoods and support low and moderate income people who live in our communities.
