Consolidated Plan for Housing and Community Development


The Consolidated Plan for Housing and Community Development is a four-year plan updated annually by the City of Seattle. The current plan goes from 2005 through 2008. Planning for the development of the 2009-2012 four-year plan begins in late 2007.

The 2005-2008 Consolidated Plan for Housing and Community Development and its 2008 update and 2007 amendment guide the City of Seattle’s expenditure of four federal fund sources:

  • Community Development Block Grant ($12 million to $13 million per year)


  • HOME Investment Partnership (about $5 million annually)


  • Housing Opportunities for Person with AIDS, or HOPWA (about $1.6 million annually)


  • Emergency Shelter Grant Program (about $540,000 annually)

The plan outlines long-term strategies to address the housing, homeless, community, economic and human development needs of Seattle’s low- and moderate-income residents.

Every year the City of Seattle is required to report to the U.S. Department of Housing and Urban Development how we have used the four Consolidated Plan funds. This report, published every March, is called the Consolidated Annual Performance & Evaluation Report.
