HomeWiseContractor Opportunities with HomeWise

HomeWise serves the people of Seattle, providing weatherization and home repair services for income-qualified households and apartment buildings with low-income tenants.

Interested contractors are invited to review the information included here and determine if working with the program would be a good match for your experience and business interests.

Due to variables in the type and quantity of work that is available, application and qualification with the HomeWise Program is no guarantee of bidding opportunities or awarded work being offered. Work with the program is specified, awarded and contracted through the processes described below. All work is subject to the terms and conditions outlined in all application forms.

HomeWise Staff

HomeWise Staff are trained professionals, knowledgeable of industry standards, proficient in the use of various testing procedures and equipment.

Their responsibilities include:

  • Completing BPI-Certified Energy Audits
  • Creating written job specifications
  • Providing program management and quality control
  • Performing inspections during and after construction
  • Authorizing payments

Categories and Scopes of Opportunity

There are currently four contracting programs administered by HomeWise:


General Purpose of HomeWise

Reduce energy consumption
by installing weatherization measures and related repairs which improve the thermal efficiency of the building

Enhance client health and safety
by providing adequate ventilation, safely functioning combustion appliances, proper zonal pressures, and smoke & carbon monoxide detectors

Facilitate contracting for income-qualified single-family home repair

Contracting for: Single Family Full Weatherization (SFFW)

Amount of Work Available
Currently completes approximately 200 houses per year.

Who Hires / Bidding Process
Contractors who participate in the HomeWise Single Family Full Weatherization Program are hired by the program through a formal, competitive bid process. See also workforce hiring qualifications for single family contractors.

Type of Work
Each HomeWise Single Family Full Weatherization job includes one or more of the following measures, as determined by the HomeWise staff, to improve the energy and thermal efficiency of the building and/or enhance the health and safety of the home’s occupants.

  • Insulating attics, walls, under floors, heating ducts and water pipes
  • Air sealing the building shell to reduce air infiltration
  • Sealing the air handling system
  • Installing new or repairing existing windows and doors
  • Installing bathroom and kitchen fans
  • Installing new programmable thermostats, carbon monoxide detectors and smoke detectors
  • Minor repairs to protect the weatherization measures installed

This work requires specialized equipment, technical expertise, national certification, and demonstrated experience in equivalent weatherization work. Contractors must have email capability.

Depending on the work specified for each job, contractors may be required to:

  • Perform technical diagnostic tests that include the use of blower doors, combustion safety analysis and zonal pressure testing.
  • Arrange for specialty contractors such as plumbers, electricians, window contractors.

HomeWise Support

  • HomeWise staff completes BPI-certified energy audits on homes, awards jobs and hires qualified contractors, manages and inspects work.
  • Contractors are paid directly by HomeWise.

Application Procedure

Contracting for: Single Family “Specialty”

HomeWise “Specialty” contracting consists of items that are not included in the SFFW measures described in the previous section.

Who Hires / Bidding Process
As mentioned in the SFFW section, HomeWise may require the SFFW prime contractor to subcontract the special contractor work, in which case HomeWise is not directly involved in bidding, award, management or payment for this work. In other cases, HomeWise hires specialty contractors directly through the procedures described herein. The work is bid and awarded using a less-formal process, for jobs involving repairs or upgrades to building systems.

  • Heating and furnace
  • Electrical
  • Windows
  • Plumbing
  • Roof, chimney, flashing
  • Roof drainage system (gutters and downspouts)
  • Water infiltration issues

HomeWise Support

  • The work is specified and estimated prior to starting the job, by HomeWise staff.
  • Contractors are selected or recommended as needed, and are paid by the prime contractor or HomeWise.
  • HomeWise inspects and approves all work.

Application Procedure

Depending on volume, type of work and quantity of contracts in the specialty contracting category, qualified contractors may be invited to bid on this type of work.

Contracting for: Multifamily Weatherization

Amount of Work Available
This program currently completes approximately 10-20 projects per year. Projects/buildings range in size from 5 to more than 100 units.

Who Hires / Bidding Process
Contractors who participate in the HomeWise Multifamily Weatherization Program are hired directly by the building owner.

Types of Work
These jobs are usually of a larger, commercial scale, and work is most often performed by several contractors.

The work done by contractors involved in Multifamily Weatherization may include:

  • Insulating attics, walls, under floors, heating ducts and water pipes
  • Air sealing the building shell to reduce air infiltration
  • Installing new or repairing existing windows and doors
  • Installing bathroom and kitchen fans
  • Installing new programmable thermostats, carbon monoxide detectors and smoke detectors
  • Lighting-in each unit and in common areas
  • Energy efficient refrigerators

HomeWise Support
HomeWise assists the building owner by:

  • Completing a BPI-Certified Energy Audit of the building.
  • Writing the specifications and scope of work for the weatherization package.
  • Providing building owners with a list of contractors who have successfully completed other Multifamily projects of the HomeWise Program.
  • Tracking, inspecting and authorizing payments.

Application Procedure

HomeWise does not award Multifamily work to contractors directly. Depending on qualifications and background, contractors who apply for this program may be added to a list that HomeWise provides to building owners for their reference.

Contracting for: Home Repair

Amount of Work Available
The program currently completes approximately 40 jobs per year.

Who Hires / Bidding Process
Contractors who participate in this program are hired directly by the homeowner.

Types of work

Construction, renovation and repairs to residential dwellings.

HomeWise Support
HomeWise provides project management, which includes:

  • Writing the specification package.
  • Providing homeowner with a list of contractors to who have successfully completed previous Home Repair Projects for HomeWise.
  • Tracking and managing work; communicating with homeowner and contractor.
  • Inspecting completed work and authorizing payments.

Application Procedure

HomeWise does not award Home Repair jobs directly to contractors. The award depends on qualifications of the contractor and the decisions of the homeowner.
