City-Permitted Villages

As part of Seattle's commitment to investing in programs that provide personalized service and a connection to housing, the City has created safer living spaces for people who are unsheltered and living in tents, doorways and vehicles across our city. The longer a person lives unsheltered, the more likely they are to face high barriers to finding and maintaining permanent housing. These barriers can be financial, medical, related to behavioral health, related to a poor rental history or a history in the criminal justice system. People who experience homelessness chronically benefit from working with case managers who can help them resolve or reduce those barriers.

The tiny house village program is one the most effective sheltering models, proven to safely shelter people and connect individuals to permanent housing. These programs offer onsite case management services, including connections to behavioral health supports, and to permanent housing that help end a person's experience with homelessness. Onsite amenities also typically include access to wifi internet, hygiene services, and communal kitchens. Prior to the COVID-19 outbreak, the tiny house village program overall saw a 34% exit rate to permanent housing-one of the highest performing shelter to housing programs the City funds.  

The City's HOPE Team works with City-contracted outreach providers to connect people living unsheltered to Seattle's nine currently permitted villages. They offer a place for unsheltered people to find stability and connect to housing resources. Each night, the villages provide more than 300 people a tiny house structure that locks, access to restrooms and showers, case management, a kitchen and a managed community.

Seattle contracts with the Low Income Housing Institute (LIHI) to operate the villages. Each village typically has a Community Advisory Committee (CAC) that may consist of residents, neighbors, and community supporters and helps to support good communication with the public. Residents also help to keep a more harmonious community by agreeing to follow a code of conduct when they move in. Details for each location are included in their descriptions below.

Interbay Village (formerly known as Interbay Safe Harbor Village) was originally located at 1601 15th Ave W, near Dravus Street at the north end of Interbay. The encampment operated there successfully from November 2015 through November 2017, after receiving a one-year permit extension. In mid-2017, the City undertook the search for a new site. The desire of the Community Advisory Committee (CAC) to locate the new encampment within Interbay led to a new partnership between the Interbay Safe Harbor Village leadership, LIHI, Port of Seattle and the City of Seattle. The result was the successful relocation of the village onto Port-owned property at 1819 15th Ave W, near the Magnolia Bridge.
