See the left hand column for questions and answers intended to help you understand the Ethics Code. You may also download informational brochures, below. For help with a specific situation, the Commission encourages employees to ask the SEEC staff for advice.

Please keep in mind that the Code is the minimum standard of behavior for City officers and employees. Elected officials and managers can, and often do, set higher standards.

Intent of the Code

The Ethics Code was adopted in 1971 to foster public confidence in City government, by protecting the public's interests and promoting standards of conduct for City officers and employees. The Code was written to ensure that City officials are acting in the public's interest, and not for personal gain.

The Ethics Code does not attempt to address all possible unethical actions. All City employees are responsible for following other personnel and contracting regulations and workplace expectations. The Code establishes standards of behavior to:

  • assure decisions based on merit, not favoritism;
  • prevent self-dealing; and
  • ensure that public resources are used only to conduct the public's business.

The Commission is committed to helping City officers and employees comply with the Code. We encourage you to contact us if you have any questions about the Code or its application.
