By amending the Seattle City Charter, we clarify certain
sections, delete or change certain provisions that have become
obsolete or eclipsed by state law, and bring provisions into line with
the present needs and expectations of the citizens and officials
of Seattle. Proposition 12 amends the Charter to clarify which
actions by the Mayor constitute "favorable action" on a bill for
the purposes of triggering the 30-day referendum period in the
charter. Current charter language leaves ambiguous when
"favorable action" occurs in cases where the Mayor has neither signed
nor disapproved an ordinance. This change does not represent a
major shift in authority or policy as currently embodied in the charter.
