By amending the Seattle City Charter, we clarify certain
sections, delete or change certain provisions that have become obsolete
or eclipsed by state law, and bring provisions into line with the
present needs and expectations of the citizens and officials of
Seattle. Proposition 11 addresses the present charter language
concerning a Fire Chief's prior experience, changing it so that the
Chief will have had at least ten years prior service in a
jurisdiction of not less than 100,000 population, rather than a
city of that population. The present language is too narrow and specific; many large
fire departments serve jurisdictions (e.g. counties or
fire-protection districts) other than cities. This change does not represent a
major shift in authority or policy as currently embodied in the charter.

Rebuttal to Statement For
This change does indeed represent a major change to the
Charter. It definitely lowers the standard of experience currently
required in order to be a candidate for Seattle Fire Chief. The
current Charter requires experience running a department in a city
of not less than a 100,000. The City of Seattle has a population
of 530,000. There is no valid reason to lower this reasonable
standard. Vote NO on Proposition 11.
