How to Comply

The How to Guide provides step-by-step instructions to use the EPA's Portfolio Manager to comply with the City of Seattle's Energy Benchmarking and Reporting requirements. Follow the steps below OR download the guide. If you reported a building last year and need to update its compliance, visit the Annual Updates page.

Get Started
Look-up your building ID, confirm building information, request changes, and gather building use details.

Set Up Building
in EPA Portfolio Manager

Register account and add building use details.

Set Up Utility Meters and Obtain Energy Usage Data
Obtain summarized energy usage from Seattle City Light, Puget Sound Energy and Seattle Steam.
Confirm 'Energy Intensity Scores'
Confirm that all buildings to be reported have December 2012 Energy Intensity scores.
Step 5Authorize Reporting to the City
Make the City of Seattle an authorized service provider to finalize reporting to the City.
Annual UpdateAnnual Updates Required
by April 1st!
Report the previous year's energy use to the City by April 1st of each year to avoid fines.

NOTE: The Energy Benchmarking & Disclosure Director's Rule 6-2011 defines the specific requirements for compliance with the ordinance.
