Dear Ms; Sandy Howard, Thanks for the call, it was refreashing to have a member of DPD actually speak with me about solution based concerns. and the need for a better relationship foundation with the Contractors in this City. I believe together we can and will find an Organic and Ergonomic means of benafitting the Economy and the infrastructure of Seattle simply by taking the inititive to Dialog directly. inregards to Greening issues that must be addressed post haste. I would be Happy as can be ,to assist in creating A forum,an Informal QnA session, as well as Input directly from Contractors point of view Which Are RARELY voiced for fear of Retaliation or Blacklisting. I can Arrange A place Suitable to this end. as well as an Invitaion to all contractors within my organization. and trade groups I have created or represent. I believe that DPD should View them selves as an Allie to contractors in regards to "how" DPD functions. the presence of the Union in DPD decision making is rather glaring. this is Myopic and is a cause of the strangulation of the Market Place. and is a part of the probelm for job creation and is causing massive loss of revenue for both DPD and contractors locally. as it is Said Sandy, sometimes we cannot see the forest for the trees I offer my opinion in such a mannor,whether founded or not, perseption is reality. I would like you to know I have great regard for the need of permiting and Inspection and fully exspect to exceed code requirements on any job I do. to only pass is not enough for me. I want a new ABOVE CODE standerd. and to have that become my measure as a contractor. and THAT label FIXED to my works. DPD can..and should create such a program. I would like to talk further with you on these matters. and would also like to see about participating in the Green Building Task Force. I can bring to the table a whole lot of Public awareness and support as well as Bussiness oppertunitys for Job Creation. if such a thing is a

City of Seattle should Concider a means of self regulating by participating Mechanical contractors by which the permits for REPLACING equipment ESPECIALLY in winter has the means to self permit,and call for inspection based on this participation this would increase permit sales,redefine appointments for inspection to be all Electroniclly submitted by the registered mechanical contractor, there by creating a track record of performance evalutaion, based on permit reports and corrections. while I recognize that the People exspect DPD to represent thier needs for code compliance, it is the contractors duty and responcability to meet OR exceed those code requirements. and it is the contractor who must pay the dues to perform the work as it is. in the state and the City of Seattle. in my experiance I have seen one man who days before was a auditor. pass a single placement test and became an inspector the next. and when he came to my job site I was astounded and shell shocked . by his ineptitude concidering that after twenty two years in this field I had to endure a moron judging my craft. after just one day one the job. the permit process is antiquated as to place to much emphisis on City employees to the point of obsurdity. DPD needs to be a fluid and responcive organization to the NEEDS of the economy,the Public,the EMPLOYERS, and the permitee. instead,as it appears to me, to be an Organization mired in protectionist ideaology...I have my own Ideas why this is.
