On October 8, 2007, the City Council adopted Resolution 31016 revising the process for submitting amendments to the City’s Comprehensive Plan. Proposed Comprehensive Plan amendments may be submitted to the Council at any time. However, in order to be considered for adoption within a calendar year, the proposed amendments must be submitted by January 20 of that year. For example, amendments for consideration in the 2008 Comprehensive Plan amendments cycle must be submitted to the City Council by Friday, January 18, 2008.
The Council will transmit the proposed amendments to the Seattle Planning Commission and DPD with a request for their recommendations as to which proposals should be considered further. The Seattle Planning Commission and DPD will make its recommendations and propose further amendments to the Council by March 1.
Council will prepare a resolution (the threshold resolution) identifying the proposed amendments that are to be further studied for adoption in 2008. Depending on the number and nature of the proposed amendments, Council may decide to hold a public hearing prior to adoption of the threshold resolution. Council intends to pass the threshold resolution by April 1.
DPD will analyze, conduct environmental review under SEPA and coordinate the participation of other executive departments to help analyze proposed amendments. DPD will make recommendations to the Council by August 1.
Council will hold at least one public hearing, with at least 30 days public notice, to receive oral and written comments on the merits of the proposed amendments prior to a decision on their adoption.
