Pre-Submittal
Conference Form Now Required in Advance
In order to consolidate different conference tracks and provide
more comprehensive screening of Pre-Submittal Conference requests
(also known as a Pre-Application Conference), a form must now to
turned in prior to scheduling a Pre-Submittal Conference with DCLU
staff.
The new form requirement will allow technical staff to screen all
requests in advance to determine whether a Pre-Submittal Conference
is necessary and to make the appropriate staff assignments. You will
be asked to submit a specific list of questions you hope to have
answered.
Once your request for a Pre-Submittal Conference is received and
deemed eligible, a technical staff member will contact you to
discuss the scope of the development issues, schedule the
conference, and arrange for the appropriate DCLU and City staff to
attend.
Please note that general questions on code and process may first
be referred to a Permit Specialist or Land Use planner in the
Applicant Services Center.
Pre-Submittal Conferences are required for:
- High-rise buildings
- Buildings with atriums
- Design Review
- Buildings with undefined structural systems (per SBC Table
16-N)
Pre-Submittal Conferences are recommended for:
Substantial alterations
ECA issues
SEPA issues
Traffic impacts
Complex zoning interpretations
Buildings with unusual structural systems

Additional Plan Sets
Required for Commercial Permit Applications Starting August 1, 2001
To facilitate faster project review, DCLU is increasing the
number of required plan sets for commercial permit applications,
starting August 1, 2001 to make one extra set available for review.
In the previous plans library system, plans were "checked
out" when a review location was ready to review the next in
line. This meant that one review location might have been ready to
review, but, as only one plan set was available, the review had to
wait.
Other reviews that already trigger extra plan sets include:
- Any MUP component (one extra set)
- Shoreline (three extra sets)
- Health (one extra set)
- Shoring (one extra set)
