The Land Use Code requires all major institutions with approved
Master Plans to submit an annual status report to the Department
of Design, Construction and Land Use (DCLU). In addition, Council
Resolution 29488 was approved in November 1996 in connection
with Land Use Code amendments, which among other revisions,
granted major institutions greater flexibility to locate related
uses within 2,500 feet of their major institution overlay district
boundaries. With this new flexibility, Council requested a report
and evaluation of development and leasing activity of the major
institutions. (See Report
