Two new joint Director’s Rules that implement recent amendments
to Seattle’s Stormwater, Grading and Drainage Control Code (SMC
22.800-22.808) received final approval by the directors of DCLU
and Seattle Public Utilities (SPU) in November. These
rules—DCLU DR 26-2000, Flow Control Technical
Requirements Manual, and DCLU DR 27-2000,
Stormwater Treatment Technical Requirements Manual—become
effective January 1, 2001.
The new rules complete the package of code amendments and rules
required to comply with the City’s 1995-2000 National Pollutant
Discharge Elimination System (NPDES) permit for municipal
stormwater discharge, according to the Washington Department of
Ecology. The Seattle City Council adopted amendments to SMC
22.800-22.808 earlier this year, effecting some regulatory changes
by July 5, 2000 and others by January 1, 2001.
Two other rules, DCLU DR 16-2000, Construction Stormwater Control
Technical Requirements Manual, and DCLU DR 17-2000, Source Control
Technical Requirements Manual, have been effective and in
circulation since July 5, 2000. Among the regulatory
changes effective January 1, 2001 is the requirement to:
- Control the peak discharge rate from the 100-year, 24-hour
design storm from 5,000 square feet or more of new or replaced
impervious surface, or from an acre or more land disturbing
activity, on site when the project drains to a creek (SMC
22.802.016 B1, DR 26-2000);
- Treat stormwater runoff from certain new impervious surfaces
greater than 5,000 square feet on site prior to discharge, except
when the project drains to a public combined sewer (SMC 22.802.016
B2, DR 27-2000);
- Treat stormwater runoff from certain new and replaced pervious
and impervious surfaces greater than an acre on site prior to
discharge, except when the project drains to a public combined
sewer (SMC 22.802.016 B2, DR 27-2000);
- Install structural source controls for high-risk pollution
generating activities, except when the project drains to the
public combined sewer (SMC 22.802.015 C4, DR 17-2000).
The new rule, DR 26-2000, Flow Control Technical Requirements
Manual, provides important clarification on all pre-existing and
newly adopted flow control requirements, as well as design
specifications for detention, bioengineered, and infiltration
facilities. This rule is pertinent to all projects subject
to discharge point and flow control requirements (SMC 22.802.015
C1 and C2 and 22.802.016 C1).
The new rule, DR 27-2000, Stormwater Treatment Technical
Requirements Manual, presents important clarification on the newly
adopted stormwater treatment requirement (SMC 22.802.016 B2),
approved methods for treating stormwater, and details for analysis
and design of water quality facilities.
