Public Hearing on Proposal to Implement the Ballard Municipal Center Master Plan
The Seattle City Council's Neighborhoods, Sustainability and Community Development (NSCD) Committee is considering the following legislation to implement the Ballard Municipal Center Master Plan:
  • Rezone to apply a P2 rezone overlay to properties fronting on 22nd and 24th Avenues Northwest, generally between NW Market and NW 58th Streets;
  • Land Use Code text amendments to designate principal pedestrian streets;
  • Adopt by ordinance the Ballard Design Guidelines; and
  • Land Use Code text amendments for improvements to existing streets in residential and commercial zones, which would require that streets for which a Street Master Plan is in effect must make improvements consistent with design guidelines and standards contained in the plan. The Ballard Municipal Center Master Plan includes a Street Master Plan, a concept that could be applied throughout the City.

The Ballard Municipal Center Master Plan emerged from the Ballard/Crown Hill Neighborhood Plan. The master plan focuses on transforming a relatively underdeveloped area into an area of higher density with a distinctive civic character. This would be accomplished by bringing together a new library, an urban park, new Neighborhood Service Center, a senior center, retail, and residential uses into a six-block area in the heart of Ballard.

The area is primarily zoned for mixed use commercial development (NC3) with a 65 foot height limit. This Master Plan preserves the development capacity under existing zoning, while encouraging a development pattern and quality that contributes to the unique character of Ballard.

The Master Plan establishes design parameters for a new park, recommends siting of the new library, park and Neighborhood Service Center, identifies an underlying streetscape, and establishes design criteria for development within an area extending from 20th Ave NW to 24th Ave NW and from NW 56th Street to NW 58th Street, including abutting properties.

The public hearing before the City Council's NSCD Committee originally scheduled for Monday, August 14, 2000 at Ballard Swedish Hospital, has been postponed. A new meeting will be scheduled soon.
