In October 2005, the Mayor and City Council approved Ordinance 121955 making the following Comprehensive Plan amendments:

  • Amendments to the Land Use Element: 
    • Modified policies to reflect development regulations that affect size-of-use limits in Commercial zones for a more consistent application of maximum size-of-use limits.
    • Modified policies to consider local conditions and planning objectives when considering parking requirements for urban center and urban villages and when considering street level residential requirements.
    • Included a new policy to permit consideration of overlay zoning, zoning map adjustments or other implementation measures to greater height on commercially zones sites in the Interbay area.
  • Amendments to the Neighborhood Planning Element:
    • Included minor amendments to some Downtown policies to reflect proposed changes to the Downtown Chapter of the Land Use Code. One substantive change is to remove language that refers to Downtown minimum parking requirements.
    • Added goals and policies for South Wallingford to the Wallingford portion of the Neighborhood Planning Element.
    • Revised the Rainier Beach Residential Urban Village boundary to incorporate areas surrounding the Henderson Street Sound Transit station and to limit consideration of future rezones within the new area to Lowrise Duplex Triplex (LDT), Lowrise 1 (L1), or Lowrise 2 (L2).
  • Amendments to the Urban Village Element:
    • Incorporated objective criteria from Council Resolution 29232 for evaluating urban village designations.
  • Amendments to the Transportation Element:
    • Clarified the relationship of the Transportation Strategic Plan to the Comprehensive Plan, and to describe street types and street classifications.
  • Amendments to the Environment Element:
    • Added new language regarding control of litter, graffiti, junk cars, trash and refuse.
  • Amendments to the Urban Village Element Appendix:
    • Corrected minor errors in the Appendix A table that shows existing and expected densities in urban villages.
    • Added open space goals related to employment in the Urban Centers in Appendix B.
