Harbor Steps takes street right-of-way and turns it into a successful urban space for pedestrians. Sloping toward the west with views of Elliott Bay, the design encourages a lively mix of activities through well-placed and designed plantings, steps, furniture and seating, artwork, paving, and fountains. Extensive lighting makes this space inviting in the evening as well as daytime.
