Seattle Energy Code
Nonresidential Energy Code Forms

(Chapters 11-15, other than Group R occupancy)

The Seattle Department of Planning and Development requires that certain forms be completed and submitted with the permit application.

  • Building Envelope Forms for Climate Zone 1 - includes Seattle
  • Building Envelope Forms for Climate Zone 2
  • Mechanical Forms
  • Lighting Forms
  • RS-29, Energy Enduse Summary Form
  • RS-29, Design Parameter Comparison Form

Click on the links below to download spreadsheets with electronic versions of the forms.  Make sure to set the macro protection to “medium” or less when you download the file in order to maintain the functionality of the spreadsheets.  (When the file is downloaded to a computer where the macro protection is set to “maximum”, the computer then disables the macros.)

Building Envelope Forms for Climate Zone 1 - includes Seattle (Note that this spreadsheet contains multiple pages.)

Application: (1) Envelope Summary Form (page ENV-SUM1) is not required, but note that the date and project information must be filled out on this form to carry over to the other forms.
(2) Envelope UA Calculations (page ENV-UA-1) is optional, only necessary if the Target UA compliance option is used. (Code reference: Nonresidential Energy Code, Section 1330. See the Residential Energy Code Forms page for Group R occupancy.)
(3) Building Permit Plans Checklist (page ENV-CHK) is not required, but it is highly recommended that applicants review this and make sure that plans contain all the information listed. This checklist does NOT include all of the Seattle amendments.
Summary:
(1) ENV-SUM1 provides a broad overview of basic information that is needed on the drawings.
(2) ENV-UA-1 provides an alternate compliance option for projects which do not comply with the prescriptive requirements. (Note that this form requires the user to calculate both the Target Design and the Proposed Design. Another, more-automated option is the Seattle ENVSTD computer program which only requires the user to input the Proposed Design and automatically calculates the Target Design.
(3) ENV-CHK provides a detailed list, on a section-by-section basis, of what information needs to be on the plans to show compliance with the Energy Code. Note that having this information in the specifications is not adequate This information must be on the plans, as DPD does not approve specifications. This checklist does NOT include Seattle amendments.

Building Envelope Forms for Climate Zone 2 (Note that this spreadsheet contains multiple pages and is not applicable to Seattle.)

Application: Not applicable to Seattle.
Summary: This is the same set of forms as above except that it applies to the other Washington State climate zone. See Section 1303 for a listing of which counties are in each climate zone.

(2) Mechanical Summary Form (page MECH-SUM1) is not required
(3) Mechanical Summary Form (page MECH-SUM2) is not required
(4) Mechanical - Complex Systems Checklist (page MECH-COMP) is not required, but it is highly recommended that applicants review this and make sure that plans contain all the information listed. This checklist does NOT include Seattle amendments.
(5) Electric Motors (page MECH-MOT) is not required, but it is highly recommended that applicants review this and make sure that plans contain all the information listed.
(6) Mechanical Permit Plans Checklist (page MECH-CHK) is not required, but it is highly recommended that applicants review this and make sure that plans contain all the information listed. This checklist does NOT include all of the Seattle amendments.
Summary:
(1) ENV-SUM1 only includes the headings to complete other forms.
(2) MECH-SUM1 provides a broad overview of basic information that is needed on the drawings.
(3) MECH-SUM2 is a second version of MECH-SUM1.
(4) MECH-COMP provides a detailed list, on a section-by-section basis, of what information needs to be on the plans to show compliance with the Energy Code for complex systems (all systems which are not simple systems). Note that having this information in the specifications is not adequate. This information must be on the plans, as DPD does not approve specifications. This checklist does NOT include Seattle amendments.
(5) MECH-MOT provides a broad overview of basic information that is needed on the drawings.
