Environmental Review of Proposed Downtown Zoning Changes Released; Center City Forum November 10

An environmental impact study of four alternatives for possible changes in height and density limits on development in downtown Seattle was released today by the Department of Planning and Development.

Contained in a Draft Environmental Impact Statement (DEIS), the height and density study looks at the impacts of four different zoning alternatives to accommodate 20 years of growth in jobs and housing in downtown Seattle's office core and Denny Triangle vicinity. One of the alternatives would leave zoning as it is today.

Impacts considered include transportation, housing, parking, energy, population and employment growth, aesthetics and utilities. The study also responds to future growth concepts expressed in neighborhood plans and follow-up planning efforts conducted since 1999.

Getting Copies of DEIS
An electronic copy of the DEIS and its appendix are available on the Downtown Development website.
Printed copies of the DEIS and appendix are available for $10 each from the DPD Public Resource Center, located on the 20th floor of Key Tower at 700 Fifth Avenue, (206) 684-8467.

As the DEIS is quite lengthy, an Impact Summary and Description of Alternatives (Chapters 1 and 2) is available free of charge. Chapter 1 includes a summary of the impacts discussed in the DEIS and Chapter 2 describes the four alternatives.

Public Comment Welcome
The DEIS will be available for public review and comment until at least January 31, 2004, with a public hearing expected to occur in early December 2003.

Legislative Timeline
Following completion of a Final EIS in 2004, DPD will work with the Mayor’s Office on proposed legislation based on the information in the EIS and public input. The City Council is anticipated to begin its consideration of the Mayor’s proposal in 2004.
