2002 Major Institution Annual Status Reports Available for Review

The Land Use Code requires twelve major institutions with approved Master Plans to submit an annual status report to the Department of Design, Construction and Land Use(DCLU). In addition, Council Resolution 29488 was approved in November 1996 in connection with Land Use Code amendments, which among other revisions, granted major institutions greater flexibility to locate related uses within 2,500 feet of their major institution overlay district boundaries. With this new flexibility, Council requested a report and evaluation of development and leasing activity of the major institutions. DCLU promulgated Director's Rule 9-99 for this purpose. Major institutions (with the exception of the University of Washington) are generally required to report on the following four areas:

  1. The status of projects initiated or under construction during the reporting period;
  2. Progress made toward achieving the goals and objectives of the major institution's transportation management program;
  3. Progress made in meeting conditions of the master plan's approval; and
  4. Property acquisition, ownership and leasing activity outside of but within 2,500 feet of the major institution boundary.

Objectives of reporting property acquisition, ownership and leasing activity within 2,500 feet of the major institution boundary will be to

  • preserve street-level, commercially zoned space in the surrounding area for a diversity of neighborhood-serving businesses and
  • protect housing from being demolished or converted to non-housing uses in the surrounding area.

The University of Washington is not subject to Resolution 29488, but must comply with terms of the 1998 Agreement Between the City of Seattle and the University of Washington (the 1998 Agreement)(available online at www.washington.edu/community/cuagree.html). The 1998 Agreement's reporting requirement is generally similar to Director's Rule 9-99, and the UW annual reports are reviewed by a Citizen Advisory Committee, presented to the public for comment, and summarized for the City Council along with those of the other twelve major institutions.
