On January 1 of most years, DCLU adjusts certain fees it
charges for its services. This year will be different, as DCLU is
proposing only two changes that will affect fees this January and is
in the process of reviewing whether to propose additional fee
adjustments later in the year.
The first change is a 15 percent increase in the fee for
environmental review signs—from $320 to $370. The amount DCLU
charges for these signs is determined by a contract with a private
vendor who fabricates and posts the signs. The fee has not increased
since 1998, and the increase is due to inflation. This change will
apply to applications submitted after January 21, 2001.
The second change is not a fee increase, but will affect the fee
charged for many development permits. These fees are based on a
percentage of the value of the construction subject to the permit.
Each year, DCLU adjusts the building valuation data (BVD) used to
estimate the value of construction for the development fee.
To determine construction value, DCLU uses the BVD published by
the International Conference of Building Officials (ICBO). Each
April, ICBO revises the BVD to adjust for changes in the average
cost of construction for the different occupancies and types of
construction. On January 1 of each year DCLU begins to use the BVD
published by ICBO the previous April, modified to reflect local
conditions. The modifications are prescribed in Director’s
Rule (DR) 1-2000.

The BVD that DCLU will use in 2001 is now available in a document
titled "Building
Valuation Data for 2001."
This BVD will be used in place of the "Building
Valuation Data for 2000" found in the 2000
Fee Subtitle booklet,
beginning with applications submitted after January 1, 2001.
