Elevator & Escalator Permit

What Is It?

You need a permit to install elevators, escalators, moving walks, dumbwaiters, handicap lifts, and material lifts in public or private buildings and private residences. The elevator contractor installing the equipment must have a valid contractor’s license from the state of Washington.

You may also need a business license if you are working in Seattle, even if your office is outside the city.

How Much Does It Cost?

Elevator and escalator fees vary depending on whether you are installing new elevators, doing repair work, or purchasing an annual operating permit. To pay for your annual operating permit contact the cashier at (206) 386-9780.

How Long Does It Take?

We issue most elevator and escalator permits within 3 to 7 days after we receive your application, unless information is missing or additional information is needed. You can apply at the Applicant Services Center; no appointment is necessary and the wait time is generally less than 20 minutes. You can also mail or fax in your application. However, we give walk-ins priority over other application methods.

Steps to Get Your Permit


1. Complete the Conveyance Permit Application

You will need:

  1. The work site address
  2. Owner or tenant name, phone, and address
  3. Description of work
  4. Contractor name, phone, address, Washington state elevator contractor’s license number, and City of Seattle business license number
  5. Conveyance number, if it is an existing elevator or escalator 
  6. Two sets of plans, for review of new installations 
  • Drawings must show beams, attachments, loads, and reactions and must have the seal of a structural engineer licensed under Washington state laws 
  • The structural engineer in charge for the building must review the drawings and indicate on the drawings that they have been reviewed and are in general conformance with the design of the building

Note: An engineer’s stamp is not required for hydraulic elevators.

2. Submit Application

You can submit one of four ways:

Include your payment information as specified on our permit application form.

3. Schedule Inspections

After your permit is issued, schedule the required inspections.
