Topic Papers

Topic Papers provide a high-level overview of issues important to the Seattle City Council. The intended audience for these papers includes councilmembers, legislative aides, central and communications staff, media and others. Topic Papers will be updated on an as needed basis. New topic papers will be available as they are completed.

Topic Papers are sorted alphabetically by subject matter, using the same categories that organize the City’s annual budget, such as health and human services, public safety and utilities. For example, you would find the “Transit Services” Topic Paper in the Transportation category of the table of contents. The Central Staff Executive Assistant will provide regular updates reflecting the addition of any new Topic Papers or significant updates to Topic Papers.
