Job Order Contracting (JOC) Overview: Job Order Contracting (JOC) is an alternative to traditional design-bid-build public works contracting. Using JOC, the City issues Work Orders to the JOC prime for projects less than $300,000. The City can spend up to $4,000,000 per year on each Job Order Contract. The City currently has two JOCs - a facilities based contract awarded to Berschauer Phillips and a utilities based contract awarded to MidMountain Contractors. JOC Subcontracting Opportunities: State Law requires the JOC prime to subcontract 90% of each Work Order, creating significant subcontracting opportunities for subs.
