Consultant Contracting Overview Consultant Contracting: Each City department advertises, awards and executes its own consultant contracts. The City uses the same approach for Architects & Engineers as for all professional and technical services. There are several solicitation options that departments may use, depending on the scope of work and estimated contract dollar value. The City expects inclusion of women and minority owned businesses (WMBEs) on sub-consultant teams when there is reasonable opportunity available. Business Registration & Roster Enrollment: Please register in the City’s central registration system, which is a resource or “yellow pages” for City staff. After registering, you should then consider applying to the City’s Consultant Roster. The Consultant Roster includes Architects, Engineers and all other professional services that are frequently used by the City. The Roster is used by many departments to select companies for smaller projects with an estimated value of $260,000 or less. The Registration and Roster Application is at: http://www2.ci.seattle.wa.us/VendorRegistration/ Woman and Minority Owned Business (WMBE): The City is committed to providing maximum opportunity to WMBE firms on City projects. If you self-identify as at least 51% woman or minority owned, please specify that when you register. City policies and procedures seek and expect WMBE participation as principals or as subcontractors. Who to Contact: The City has numerous departments and offices with each one having the independent authority to contract out for consultant services. You may also contact the City’s Consultant Contracting Program Administrator who understands the policy rules of consultant work for the City. Informal selection for projects under $44,000: Departments may use an informal selection process for consultant contracts valued at or less than $44,000. Departments do not advertise these projects, but are encouraged to seek interest from at least three to five companies including one woman and/or minority owned company. Consultant Roster Program for Projects $260,000 or less: City departments can also select qualified, approved consultants through the City’s Consultant Roster if a project is estimated to cost $260,000 or less. These opportunities are not advertised. However, departments are encouraged to solicit to three to five companies, including at least one woman or minority owned firm. The Roster features numerous, frequently-used service categories that you may apply to. You may apply to the Consultant Roster at any time at: http://www2.ci.seattle.wa.us/VendorRegistration/ Public advertisements: The City may also advertise certain projects above $44,000 instead of selecting firms from the City Roster. The ads will be published for at least two days in the Seattle Daily Journal of Commerce and on the City website. For these solicitations, the City will require a formal statement of qualifications or a proposal, depending on the nature of the work.
