The City has centralized construction contracting within City Purchasing and Contracting Services Division. Our office provides the rules, policies, process and directions, as well as manages bidding and contracting process. Public works projects are advertised in the Seattle Daily Journal of Commerce and online at eBid.

Obtaining Bid Documents
eBid provides online distribution of construction bid documents for public works projects. The official plan holders list includes only those bidders who download directly from the Web site. Addenda and project information will only be sent to official plan holders.

City Policies, Guidelines and Templates
City Purchasing and Contracting Services issues policies, guidelines, and boilerplates to City departments for all City bid and contract responsibilities. These are internal documents; they benefit and instruct departments about expected apporaches, responsibilities, and decision points. These are subject to change at any time. Bid Submission
Sealed bids will be received up until 2:00 p.m. on the bid opening date. Bids received after the required bid submittal time will not be accepted except as waived by the City Purchasing and Contracting Services Director. The right is reserved to reject any and all bids.

The City encourages women and minority-owned businesses to submit bids, and encourages contractors to utilize women and minority-owned businesses as subcontractors and suppliers.
