Background
Comcast currently provides cable service to most of Seattle, serving approximately
180,000 Seattle cable TV subscribers, pursuant to a cable
franchise agreement with the City. This agreement allows Comcast to use
the City's rights-of-way in return for franchise fees and other benefits for
Seattle and its citizens. Comcast's cable franchise expires on January 20,
2006.
The franchise renewal process, as established by federal law, provides an opportunity for the City to evaluate the technological and communications needs of Seattle and its citizens and to negotiate certain cable related benefits to meet those needs over the term of the franchise.
