Solid Waste Facilities Plan
The Solid Waste Facilities Master Plan was prepared to address the critical need to upgrade or replace the existing transfer stations before they fail. In addition, the plan addressed ways to ensure that the City can continue to transfer waste and recyclables out of the City.
The Solid Waste Facilities Master Plan recommended two major changes to upgrade waste management facilities in Seattle. These changes include the following:
- Demolish and rebuild the City’s north and south stations with additional property at each station to improve customer service, reduce adverse environmental impacts, and to expand efforts to recycle and recover reusable materials.
- Build a dedicated solid waste transfer facility at a railhead in South Seattle to ensure that the City has a reliable, environmentally sound and economical way to ship waste out of Seattle.
These changes will ensure that the City can continue to provide reliable, cost effective, and high quality solid waste services to Seattle’s homes and businesses.
The draft Solid Waste Facilities Master Plan was completed in November 2003. The City Council authorized SPU to begin implementation of the plan in April 2004. A final document was not prepared because the recommendations from the plan were incorporated into the 2004 amendments (pdf) to the Solid Waste Comprehensive Plan. The most current updates to the plan can be found in the 2011 Revisions to the Solid Waste Management Plan.

In 2007, the City decided to postpone the development of a dedicated intermodal facility indefinitely and to build a larger station at the north and south transfer station sites to replace the existing facilities and to continue to accommodate filling intermodal containers at the north and south stations.
