Elliott Bay Seawall Project: Plans and Drawings

Alternatives

In early 2011, the seawall technical team began developing a range of alternatives for analysis in the environmental document based on input from Waterfront Seattle, stakeholders, the public, and the U.S. Army Corps of Engineers. Two alternatives (A and B) were developed to “bookend” the range of potential impacts, and a third alternative—the “staff recommended alternative,” or Alternative C—was developed in late 2011. Each alternative includes a new seawall structure, a range of habitat restoration elements, a cantilevered sidewalk (keeping the seawall railing roughly where it is today), a multi-use trail, a restored roadway, and early wins for the City’s Waterfront Program.

Alternative A: The face of the seawall ranges from three feet in-water to 15 feet in land.

Alternative B: The face of the seawall moves inland from 10 feet to 75 feet.

Alternative C: The face of the seawall moves inland from 10 feet to 15 feet.

October 2010: Conceptual Plans

In October 2010, the seawall team presented conceptual plans to the Seawall Stakeholder Subgroup. These concepts served as an exploratory framework for alternatives development in early 2011 in collaboration with Waterfront Seattle, and for the environmental analysis. Each concept provided a different approach to the seawall. Five seawall concepts were explored:
