In its November 1998 neighbohood plan the First Hill Urban Village community favored increased capacity to accommodate more housing and expressed a preference for the development of a variety of housing types.
First Hill is home to over 20,000 sustainable wage jobs, and is located just over the freeway from downtown. Fostering the development of market rate and workforce housing is a practical way to improve the overall mix of uses in the neighborhood, providing for a fuller range of housing for different income levels in addition to helping balance the institutional development in the neighborhood.
The proposed amendments should also help restart First Hill projects that stalled during the recent economic downturn. This strategy is the result of the City-sponsored 2000 Census data, an open space survey sent to tenants, and an open space study (electronic version coming soon).
