Office of the Treasurer

The position of City Treasurer was created in Seattle's first City Charter in 1869. The Treasurer administered the collection, management, and disbursement of all City monies, invested temporary surplus cash, kept accounts of all funds received and expended, and administered Local Improvement District assessments. The Treasurer, like the Comptroller, was an elected official until 1992, when a City Charter amendment abolished the two positions and consolidated the two departments into an executive agency, the Department of Finance.

These index cards are arranged in two ways. Cards filed by LID number include enabling ordinance number, street name, consolidated ledger and warrant register volume numbers, date of bond issuance, assessment roll volume and folio, and type of improvement. Cards containing the same information are also filed by street name.

Sale of a foreclosure certificate for delinquent local improvement assessments base on a judgement and decree in Superior Court. Property owners were given a period for redemption before sale was final. Includes address and legal description of property, purchaser, owner, LID number, street and type of improvement, amount of sale, date, and assessment roll volume number and page.

Rolls of taxes levied by the City on its residents. Includes name, description of property, value of real estate and personal property, total valuation, amount assessed for each tax, and total tax. Taxes levied included Road Poll, Road Property, City, Gas Light, Fire, and Cemetery.

Delinquent Tax List for the City of Seattle

1873-1878

Lists of delinquent City taxes turned over to the King County Treasurer for collection. Once collected, proceeds were returned to the City Clerk. Includes name of delinquent individual or business, description of property, assessed valuation, and taxes owed. One volume (1876-1877) includes a list of collections returned to the City.

Rolls of delinquent City taxes and register of sales and redemptions. Includes property description, valuation, delinquent tax, name of purchaser (when relevant), amount paid, and date. Ordinance 29695 (1912) released all City claims to property liens recorded in volume 1 and Ordinance 45744 released claims from volume 2.

Roll of delinquent 1892 taxes for the City of Ballard. Includes name, property description, total valuation of real property, total delinquent tax, and if applicable, sewer fund tax, interest due, penalty for delinquency, and cost of advertising delinquency notice. Also includes date of payment. All outstanding delinquent taxes were forgiven in 1923 by Ordinance 45744.
