In 1999, the Office of Housing was established independent of the Department of Housing and Human Services, which was reorganized as the Human Services Department.

The Office of Housing creates and sustains affordable living for low-income residents. Events such as the Notice of Funding Availability grant awards for development of low-income housing are pictured, as well as affordable housing developed by local non-profits such as South East Effective Development, Housing Resources Group, Compass Center, Delridge Neighborhoods Development Association, Plymouth Housing Group, Low Income Housing Institute, Interim Community Development Association, and Capitol Hill Housing Improvement Program. Also represented are community centers, emergency service centers, artist lofts, mental health facilities, and women's transitional housing.
