Notes: Following the lead of New York and other large cities, the City Council established the City Zoning Commission in 1920. This commission was charged with making a survey of Seattle with a view of dividing the city into districts and recommending what uses property in each district could be devoted -- all to "promote the public peace, health, convenience and welfare." The commission created and the City Council passed Seattle's first Land Use Code by Ordinance 45382 in 1923.
